كتاب سيكلوجية الجماهير يدور حول تأثير العرق على نفسية الجماهير، فالكاتب لم يقصد به العرق بمعناه المعروف، إنّما يقصد مجموعة جماهير قد عاشوا معا لفترة طويلة خضعوا فيها لنفس العقائد والقوانين شكّلت تفكير وروح تلك الجماهير. وهذا العنصر المهمّ، أي العرق، له دور كبير على دراسة نفسية الجماهير ومعرفة أفعالهم وردود أفعالهم. فلا يمكن التّأثير على الشّعب الغربي بنفس الطّريقة الّتي يتمّ التّأثير بها على الشّعب العربي، وهي نقطة مهمّة تشرح عدّة نتائج عن محاولة تطبيق الطّريقة الغربية على العرب في مجالات عدّة.

فى هذا الجزء يصنّف الكاتب الجماهير إلى متجانسة و غير متجانسة. ثم يتناول الجماهير المجرمة و خصائصها العامة ( و هى نفس خصائص الجماهير: قابلية التحريض, السذاجة و سرعة التصديق, التهور, المبالغة فى العواطف…). ثم محلفى محكمة الجنايات: ككل أنواع الجماهير, المحلفون يتأثرون جداً بالعواطف و قليلاً جداً بالمنطق والعقل. و أهم شىء للمحامى الناجح أن يعرف كيف يؤثر على عواطف المحلفين.
The book on the psychology of the masses revolves around the effect of race on the psyche of the masses. The writer did not mean race in its well-known meaning, but rather a group of audiences who have lived together for a long time in which they were subjected to the same beliefs and laws that shaped the thinking and spirit of those masses. This important component, i.e. race, has a great role in studying the psychology of the masses and knowing their actions and reactions. It is not possible to influence the Western people in the same way that it affects the Arab people, which is an important point that explains several results about trying to apply the Western method to the Arabs in several fields.
